Approval to Install/Alter and Operate an On-site Sewage Management System

The Local Government Act 1993 requires councils to regulate the installation, monitor the operation and keep a register of all on-site sewage management systems (OSMS) within a local government area. Under this legislation, Snowy Monaro Regional Council regulates the installation and operation of OSMS.

Approval to Install an On-site Sewage Management System
An Approval to Install/Alter an OSMS is a one-off approval. It is required before an OSMS is installed and before any work is done to an existing system (e.g. replacement of an absorption trench, upgrades to the OSMS, or additional plumbing fixtures and bedrooms being added to the house). Approvals to Install/Alter an OSMS are processed by Council's Development Assessment Team. 

Approval to  Operate an On-site Sewage Management System
An Approval to Operate an OSMS has an expiry date and requires renewal for the life of the system. The length of the approval and frequency of renewal is dependent on risk (high or low) and use type (domestic or non-domestic). An Application to Transfer Approval to Operate an OSMS is also required when/if the property changes ownership. The requirement for ongoing approval ensures that an OSMS is continuing to meet environmental and health performance standards.

New development installing an On-site Sewage management System. 

Application for Initial Approval to Operate On-Site Sewage Management System
Newly installed On-site Sewage Management System. This form must be completed as part of an interim  or final occupancy certificate. 

Application for Approval to Operate an Existing On-site Sewerage Management System
If you are a current owner looking to obtain a current operating approval you will need to submit this form. This form must be completed in the event of a property sale. 

Application to Transfer an Approval to Operate an On-site Sewerage Management System
If you have recently purchased a property with an On-site Sewage Management System you will need to complete this form within 3 months of the purchase.
